The fans are commanded to turn on when the computer senses a certain engine temperature via a temperature switch in the cooling system. Usually in the radiator, engine block or cylinder head. Steam will not activate these switches, only hot coolant. You can get a toyota repair manual reasonably priced at most any parts store. It is really worth the investment.
